Requisitioning and Billetting.

This has

caused considerable anxiety as accommodation particularly

living is very limited and procedure though purporting to be

under Defonos Regulations has been irregular. In view of

Service requirements difficulty in applying Defence Regulations

and the Defence Compensation Regulations and to regularise, the

Commander-in-Chief hes sanctioned on our advice normel Army

requisitioning Procedure on Army Forms together with power to

billet. A Proclamation will be drafted to regularise and a

fuller report made when time permits. Requisitioning Office?

and Quartering Commandant have been made responsible to

Brigadier MacDougall which will prove useful in avobing

unnecessary hardship and controlling policy.

15. Registers and Records. I attach herewith merked

"E" a copy of a report made by Mr. Hazelrigg which also deals

with the state of the Supreme Court Building. Since that

report was written the position has improved as appears from

an eddendum to Mr. Hazelrigg's report compiled by Mr.

Christopher D'Almada e Castro.
